Circe is an IRC services set written in Perl using POE, Moose, and a hacked-up POE::Component::Server::IRC.
It is currently in active development and is powering the blackcobalt IRC network as of November 2, 2011.
Circe is designed around oftc-hybrid/bc and should not be expected to work with other IRC daemons.
